Checks if Amazon Cognito user pools configured with a PASSWORD-only sign-in policy have Multi-Factor Authentication (MFA) enabled. This rule is NON_COMPLIANT if the Cognito user pool configured with PASSWORD only sign in policy does not have MFA enabled.
