Checks if Amazon Relational Database Service (Amazon RDS) PostgreSQL DB clusters are configured to copy tags to snapshots. The rule is NON_COMPLIANT if an RDS PostgreSQL DB cluster's CopyTagsToSnapshot property is set to false.
